Five processes, none of them connected

Nothing here is broken on its own. The problem is that no part knows about any other part.

The contract

Typed up, printed, wet-signed and scanned. Often at a typing centre.

The rent

A stack of post-dated cheques handed over at signing, then banked one at a time.

Ejari

Registration is chased after the fact, if at all, and nothing depends on it.

The deposit

Paid in cash or by cheque, with no shared record of who is holding what.

Insurance

A separate purchase that almost nobody makes, so the default risk sits entirely with the landlord.

The result

Because the landlord carries the risk, the landlord asks for a year upfront. That is why the cheques exist.

Compliance improves without a single new enforcement measure. The party who wants to be paid now has a reason to make sure the tenancy is registered.

Two payment instructions. Nothing else.

Everything a tenant will ever be charged sits on one of these two, and both are set up in the same session.

The instrument changes, not the schedule. One payment a year still works.
The landlord pays nothing and the agency pays nothing. The tenant pays one flat platform fee. The deposit and the agency fee are paid today in any case — they are not new costs, they simply move onto the same instruction.

Why a landlord would give up the cheques

Three things replace them. No one of them would be enough on its own.

The instruction is binding

A direct debit authority signed through the Central Bank's national system carries the same legal weight as a cheque and is enforceable in the same way — with the difference that a failure is flagged and retried automatically, rather than discovered late at a bank counter.

The tenancy is insured

The home itself is covered for contents, accidental damage and liability. Separately, if the tenant loses their job, part of the rent is paid for up to three months. A spell out of work stops being the landlord's problem.

Everyone sees the same record

Tenant, landlord and agent all see the same contract, the same registration, the same deposit record and the same payment schedule. Nobody has to remember, chase or take anyone's word for it.

Questions

Is Project Y a lender?

No. Rent is never advanced. The landlord is paid as funds are collected, on the cadence the parties agreed, so there is no financing spread and no credit product between landlord and tenant.

Does an agency have to be involved?

No. A landlord and tenant who have found each other directly can run the whole tenancy themselves, and there is simply no agency fee. Where an agent is involved, they start the tenancy and their agreement is generated alongside the contract.

Who registers the Ejari?

The tenant, exactly as today, with Dubai Land Department. They then upload the certificate so it can be checked against the signed contract. Until it matches, nothing is collected — which gives the landlord and the agent a reason to help rather than leave it to the tenant.

What does the insurance actually cover?

The home and its contents, accidental damage, tenant liability and alternate accommodation. Separately it covers part of the rent for up to three months if the tenant loses their job involuntarily. There are three tiers; the first is included in the platform fee and the higher two cover more of the rent each month. All three run for up to three months.

Why two payment instructions rather than one?

They do different jobs. The first is a single collection covering the deposit, the agency fee and the platform fee. The second collects only rent, on whatever schedule was agreed. Keeping them separate means the rent instruction never carries anything a tenant did not expect.

What happens if a payment fails?

It is flagged and retried automatically. A failed collection on a direct debit authority carries the same legal weight as a bounced cheque and is enforceable through the courts in the same way.

Does Project Y hold anyone's money?

This is precisely the question under review with counsel. The intention is that rent and deposits are never held by the platform — the instruction names the landlord, and a licensed institution sits in the collecting seat. The final structure depends on that advice.

Is any of this new infrastructure?

None of it. UAE PASS, Ejari, the Central Bank's direct debit system and the Dubai Land Department's Flexi Rent framework all already exist and are already regulated. What has never existed is a layer that runs them in order and makes each step conditional on the last.
